Worried about moving to a bad area because of my daughter and her going to school there?

I finally found an apartment that I can afford but its in a bad area of anaheim. Lots of gangs and hispanics, most don't speak english. I lived in that area before and I don't have anything racial against anyone. I'm just worried because its so overcrowded.. 8 or so people living in 1 bedroom apartments, parents letting 3 and 4 year olds ride their bikes in the busy residential street.. And even worse the schooling is terrible due to overcrowding. I'm in school at the moment full time and working full time only making 10 an hour in orange county is nothing. How bad do you think a bad school will effect my daughter if its for a year or 2 while I find a better paying job and at least have my AA working on my BS? She is 6 and in kindergarten. She goes to a GREAT public school now which would be only about 15 mins away from the apartment I'm looking at. Are schools willing to let children stay if you move but aren't exactly in the right zone or area for that school? Orange and Anaheim, CA.
