C section or l w/ epidurol?

ok, i am 19 years old, im married so please give facts not opinions on having babys this young im not some high schooler who got knocked up, im not even pregnant yet... anyways. i have a very small waist i weigh about 115, im up in the air on how i want a baby delivered, i really dont want to go through that much pain so if i can have it naturally i want an epidurol. i guess my question is can i choose to have a c- section or does the doctor decide that, and with me being tiny (i cant even go througha pap smear without having a fit) will a c section be the best route to go?
